About Acervus

Acervus was founded on a career in national security. Our founder spent 18 years as a U.S. government staff member and manager, working on cyber and investigative matters where the facts, the jurisdictions, and the consequences crossed national borders. Acervus brings that discipline to private and public clients.

01Background

After a career within the national security sector, our founder brings the judgment, discipline, and analytical rigor of government service to every Acervus engagement.

  • Dozens of high-impact projects with a multi-country nexus.
  • Collaboration with national partners and Five Eyes counterparts on cyber incident response, and support to international criminal investigations.
  • Official travel to approximately 40 countries, and residence on multiple continents.
  • Design and delivery of enterprise training for agency departments.

02What this means for clients

  • Government-grade judgment. We understand the legal, evidentiary, and procedural constraints our clients work under, because we have worked under them.
  • A global bench. An international network of cybersecurity professionals and specialized solution providers, assembled to fit each engagement.
  • Distinctive sources. Access to specialized data sources from multiple regions of the world, applied through our Investigative Analytics practice.
  • Relationships that matter. Working relationships with leadership at global companies whose technology governments depend on.
  • Clear communication. Findings are written for decision-makers and briefed in person to executives, counsel, and command staff.

03Leadership

Victor Salter

Founder and Chief Executive Officer

Victor Salter’s experience includes leading and supporting complex, multi-country cyber and investigative efforts alongside domestic and allied partners. He founded Acervus to give organizations outside government access to the same rigor, networks, and analytical depth.

04How we work

  1. 01Scope. Every engagement begins with a written scope: systems, data sources, deliverables, timeline, and the legal authority under which work is performed.
  2. 02Assess. We combine licensed commercial intelligence sources with analyst review. Automated findings are never delivered unreviewed.
  3. 03Report. Findings are ranked by business impact and written for the decision-maker, with technical appendices for implementers.
  4. 04Sustain. Optional continuous monitoring keeps findings current after the report is delivered.

05Principles

Authorized work only.

Active testing is performed only with written authorization from the system owner. Pre-transaction assessments use passive, outside-in methods.

Confidential by default.

Engagements operate under NDA. Client data is stored encrypted, access is logged, and retention follows the engagement agreement.

Evidence over opinion.

Every finding cites its source and observation date.
